The site available for tender is known as Mere Lane, Doncaster. The site comprises of 79 acres, with a first phase area of 36.3 acres. The site has planning permission for us to 600 dwelling, primary school and associated open space and SuDS. Access is to be taken off the A630.

The land is sold with the benefit of planning permission granted at appeal (Ref APP/F4410/W/17/3169288), with the original planning application submitted to Doncaster Metropolitan Borough Council (DMBC) (Ref 15/01278/OUTM). A full suite of the submission documents and the appeal decision (including S106) are included within the data room.

Subsequently, submissions have been made to DMBC to discharge conditions 3, 5, 9, 10 – these conditions relate to design and phasing, as well as site wide drainage and archaeological works. These applications are due to be determined by 22nd January 2020. Details of these submissions can be found in the online data room at www.jhpickup.co.uk

In assessing the Discharge of Condition application 9 (archaeology), prospective bidders should assume that all on site investigative works required will be completed before the sales process is complete. Bidders should therefore not allow for any of the associated costs in their tenders.

The planning permission was approved ‘with all matters reserved’. Therefore, a Reserved Matters application will be submitted for the access only and bidders should assume that this will be made during the course of the marketing process. Further details of this application for the access will be provided when available. If this does not occur, bidders are asked not include any costs for the point of access and this will be addressed with the preferred purchaser once selected.

A draft copy of the access is provided inthe data room to assist master planning.

Bidders are requested to base their bids on the pack of information by Brookbanks, which includes multi-utility quotations from UK Power Solutions and GTC (to be provided by the end of January 2020). Furthermore, all information included within the data room should used to inform bids. Following on from requests to all main service and utility providers, it is considered that there are no constraints to accessibility to, or capacity in the networks.

Bidders will note the presence of 11kvh and 66kvh cables on site or adjacent to site. Bidders are requested that no allowance for diversion costs are made in bids, as this is being addressed in tandem with the sales process.

Bidders are requested to submit bids for Phase 1. This area covers 36.3 acres. The areas of open space on the attached masterplans are defined by the planning permission, but purchasers are asked to make their own assessments for the number of dwellings that can be accommodated on the net developable area to the north of the public footpath in Phase 1.

All bidders must make an offer for Phase 1. However, if bidders so wish, offers for additional areas on the same basis can be made. For clarify, the bids must include a single offer for Phase 1 and then any additional offers can be made as bidders choose to structure them. Preference will be given to bid made on an unconditional basis. Bids for the entire site are welcome

The land is offered for sale by Informal Tender. Proposed purchasers must complete a pro forma tender form and return it to the Agent’s offices before 12 Noon 12th March 2020. Details of how to submit a tender are found on the front of the Bid Pro Forma form.

The following points particularly apply:

  • Tenders should be submitted, by the due date, by email clearly headed "Mere Lane Tender". Alternatively, in writing on a tender form in a sealed envelope clearly marked ”Hatfield Tender”.
  • Tenders must be for a precise sum in pounds Sterling and it is advised that tenders should be for an “odd figure” to avoid the possibility of identical bids.
  • No tender will be considered which is only calculable by reference to another tender.
  • Tenderers should state whether their offers are for cash, or whether they are dependent upon borrowing or upon the sale of other property. If borrowing is involved, the source and availability of funds should be confirmed.
  • Letters of tender should include the full names, address and telephone number of the proposed purchaser together with the name, address and telephone number of the proposed purchaser’s solicitors.
  • The Vendors reserve the right not to accept the highest or any specific tender, and all tenders are to be submitted and received on a Subject to Contract basis.
  • If a receipt is required, please write your name and address on the back of the envelope and a receipt will be forwarded to you.
  • The sealed envelope should be marked on the outside with the name(s), address(es) and date(s) of birth of the prospective Purchaser(s). This is to comply with recent changes to Anti-Money Laundering legislation.

Only tenders submitted in this way will be accepted. All tenders will remain unopened until after 12 noon on Tender day.
